Unlike human actors, autonomous agents operate on explicit computational logic that can be observed, recorded, and evaluated continuously. The Coordination Ledger

The foundational data layer — and the most important technical innovation in the ACS framework. Every prior approach reconstructs reasoning after the fact. The Ledger eliminates that requirement by capturing the reasoning chain at the moment a coordination event occurs. For every convergent behavior event it records:

Every event resolves to one of three tiers: GREEN, YELLOW, or RED.

The Proof Generation Layer

The component that turns VCN from a governance system into legal and regulatory infrastructure. Every event that passes through the Certification Engine produces a coordination proof — a cryptographic artifact carrying the classification, the reasoning chain behind it, the timestamp, and a signature that makes it tamper-proof from the moment of generation. These proofs are public artifacts, available to market participants, regulators, and legal systems, and they connect directly to Cypher, Hypherion's post-quantum cryptographic infrastructure.

04Human Layer

The Governance Council

The human governance layer — the body that maintains the certification taxonomy, reviews YELLOW classifications, adjudicates disputes, and keeps VCN responsive to the evolution of agent market behavior without losing the constitutional constraints that make it trustworthy. It operates in three tiers, from absolute prohibitions down to the market floor where agents run free.

The Certification Engine classifies every coordination event by what its reasoning chain demonstrates — whether the behavior creates value or extracts it. The tier is not a warning label. It is an active, on-the-record judgment.

Green · Efficiency

Coordination that creates value

Behavior whose reasoning chain demonstrates value creation — making markets work better, reducing costs, improving interoperability, or producing shared infrastructure. Not merely permitted: encouraged.

Actively certified as legitimate. In a mature ecosystem, a strong GREEN record marks an agent as a trustworthy participant — and carries economic weight.

Yellow · Monitored

Coordination the engine cannot yet clear

Patterns whose reasoning chain is ambiguous — where the line between efficiency and exploitation can't be drawn from the available record. YELLOW does not mean harmful. It means not yet confirmed harmless.

Elevated monitoring protocol. The event is flagged for human review by the Governance Council, and additional data is collected on its market effects.

Red · Exploitative

Coordination that extracts value

Behavior whose reasoning chain demonstrates value extraction — harming competition or extracting from participants, regardless of whether any communication occurred. Price fixing, market allocation, and exclusion are always RED.

Immediate market intervention. The behavior is blocked, the agents are flagged in the FTF registry, and the full record goes to the Council and regulators.

Humans do not arbitrate transactions at agent speed — that is the bottleneck VCN exists to remove. What they retain is the right to define what the system cannot become. The Council operates in three tiers.

Encodes the absolute constraints defined by human authority through a supermajority process. The Certification Engine's RED criteria are derived directly from this tier — which is how a constitutional prohibition becomes a technical impossibility rather than a policy anyone can route around.

The floor of the architecture, where agents coordinate freely inside certified limits. Human governance here is the exception — reserved for cases automated evaluation cannot resolve and constitutional intervention does not directly address.
